Corporate Manager – Human Resources
Company Description
Our client is a large well-known textile company with a Joint Venture in Vietnam. The Joint Venture includes a factory with a dyeing and finishing capability of over 60 million yards. We are looking on an exclusive basis for a qualified Human Resources Manager for this Joint Venture in Vietnam.
Primary Functions:
Provide overall strategic HR leadership. Oversee the development and implementation of human resources policies, programs and services, including recruitment, selection, retention, legal compliance, employee benefits, employee relations, employment practices and procedures, employee communications and employee events.
Serve as internal consultant to the JV management team, on personnel issues
that affect performance and business relationships.
Select, develop, evaluate and lead a team of human resource professionals with
a goal of earning a high level of credibility as an effective and responsive
internal consulting group.
Foster a workplace environment consistent with the values and mission outlined by the leadership of the company.
Report directly to General Director with dotted line responsibility to Group HR Manager.
Safety
Guide the activities of the Safety Director in her activities including:
- Safety performance measures
- Implementation and follow up of Plant Safety programs
- Investigate all accidents and follow up on corrective actions
- Compliance with Civil Protection and Labor Secretary safety regulations
- Contact for safety issues including environmental concerns
Medical
- Guide activities of Medical Service department through Site Nurses at the facility
- Be aware of all accidents, their investigation, and final classification decision
- Keep plant managers informed of status of all accidents
- Manage and Follow up on Site Security
- Proper staffing and procedures and plant security
- Review of security log reports, communicate issues and actions taken to plant manager
Employee Recruiting
Guide activities of plant HR coordinator including:
- Establish guidelines with plant manager for employment and recruiting of plant wage and salary personnel within legal and union guidelines
- Enforce plant procedures for filling vacancies with outside resources
- Enter employees to workforce with all proper documentation and benefits
Plant Employee Relations
- Work with Union delegates and national representatives in clear definition, (Internal rules and regulation)
- Establish plant policies and practices concerning HR issues within the guidelines of the Union Contract and Vietnam Labor Law
- Work the managers to ensure that all plant policies are enforced fairly and consistently at the facility
- Be aware of discipline trends and communicate trends and recommended actions to plant managers
- Establish guidelines for employee dismissals and enforce consistently
- Represent plant in labor disputes (wrongful dismissals) and give guidance to designated legal representatives to resolve labor disputes
- Guide activities of Plant HR Coordinator in areas including:
- Consistent enforcement of plant policies
- Job movements
- Absenteeism reporting
- Timekeeping reports
- Employee benefits and services
Union Relations
- Lead annual union contract negotiations - Include plant representatives and legal counsel in negotiation of union contracts
- Negotiate contract under guidance of plant manager
- Meet weekly with union delegates at site and inform plant manager of any union issues
- With site legal representative, represent plant in any union disputes
- Meet quarterly with regional and/or national union representatives to review any issues
Payroll
- Verify procedures are in place to control payroll abuse, as well as errors in pay or benefits
Policy Development and Implementation
- Develop and implement human resource policy within compliance of Vietnam Labor Law and consistent with company philosophy. Ensure consistent application of HR policy throughout the organization.
Strategic
- Work with senior management team to ensure alignment between HR deployment and company direction.
